Selling HAZMAT products on Amazon and FDA compliance are two closely connected topics. When selling on Amazon, some product categories are subject to special approval and documentation processes. Cosmetics, cleaning products, personal care items and some food products in particular may fall into the HAZMAT (hazardous materials) class. In this article, we explain what HAZMAT products are, how Amazon and U.S. Customs handle them, and how the export process works for these products when they are shipped to the U.S. We also cover what needs to be done when the FDA is involved. Our article FDA Registration, GMP Compliance and the Customs Process for Vegetable Oil Exports to the U.S. takes this topic one step further.
What Is HAZMAT? Which Products Count as Hazardous Materials?
HAZMAT refers to products that may pose health, safety or environmental risks during transport, storage or use. Amazon evaluates these products in a separate category and requires additional documentation, compliance and logistics conditions. Examples include aerosol deodorants, alcohol-based colognes, sprays, products with lithium batteries and some cosmetic formulations.
How Do HAZMAT Sales and the FDA Process Work on Amazon?
Before a product is sent to Amazon FBA, it may be flagged as HAZMAT. In that case:
- An MSDS (Material Safety Data Sheet) is requested
- The HAZMAT review process begins (2-7 days)
- If approved, the product is routed to an Amazon HAZMAT warehouse
- If not approved, the product may need to ship outside FBA or may be restricted from sale

HAZMAT and FDA Compliance in the U.S. Customs Process
When entering the U.S., products containing hazardous materials are reviewed by both U.S. Customs and the FDA. The good news is that our U.S. partner can handle HAZMAT customs clearance for these products directly in the U.S. This helps reduce the documentation burden at the point of shipment, and customs procedures can be completed quickly in the U.S. You can also read our article FDA Labeling and Customs Service Guide: Frozen Food Exports to the U.S., which covers this topic in more detail.
Is FDA Registration Required? The Case for HAZMAT Products
FDA registration requirements vary by product type. You can see a summary table below:
| Product Type | FDA Registration Required? | HAZMAT Process Required? |
| Cosmetic spray | Yes | Yes |
| Dietary supplement (tablet) | Yes | No |
| Alcohol-based cologne | Yes | Yes |
| Cleaning chemical | No | Yes |
| Electrical device + lithium battery | No (if not FDA-regulated) | Yes |
How Does Logistics Work for HAZMAT Products?
Products in the HAZMAT class have special labeling, packaging and notification requirements for transport. They need to be packaged in line with international transport rules such as IATA and DOT. Our U.S. partner can clear these products through customs directly in the U.S. and prepare them for the Amazon FBA process.

Our Logistics Service for Shipping Perfume and HAZMAT Products to the U.S.
Perfume, cologne, deodorant and other products with flammable ingredients fall into the high-risk (HAZMAT) class in both air freight and Amazon FBA processes. For this reason, many logistics companies either do not accept these products or charge significant additional fees.
At Export Partners, the dedicated HAZMAT logistics support we provide together with our U.S. partner means:
• We organize the shipment of products such as perfume and cologne together with U.S. customs clearance. → This helps reduce origin-related restrictions and the risk of rejection.
• We manage HAZMAT-compliant labeling, packaging and transport processes. → Products are prepared with shipping documents and carton markings that follow IATA and DOT rules.
• We provide direct delivery to Amazon FBA warehouses. → Even if your products are classified as HAZMAT in Amazon's system, the process can continue without interruption.
• We offer MSDS document, transport class and suitable warehouse planning services. → Documents Amazon may request are prepared in advance, keeping the risk of rejection to a minimum.
• We offer an integrated solution for FDA, HAZMAT logistics and Amazon sales. → Customs, registration, storage and delivery are handled in one place.
Who We Work With

Which Products Count as HAZMAT: Commonly Shipped Examples
The dangerous goods class depends on a product's ingredients and how it behaves in transit, not on what the product is. These are the groups manufacturers most often encounter when shipping to U.S. and European warehouses:
| Product | Why it falls under HAZMAT |
|---|---|
| Cologne | High alcohol content, classified as flammable |
| Nail polish and acetone | Contains chemical solvents |
| Spray deodorant | Aerosol, pressurized container and flammable gas |
| Spray paint | Solvent and propellant |
| Power banks and battery-powered devices | Lithium-ion battery |
| Epoxy resin kit | Two-component chemical reaction |
| Hair dye | Oxidizing component |
A product that is not on this list is not automatically out of scope. What decides it is the hazard class on the safety data sheet, not the product category.
Three Steps Completed Before Shipping
The documentation falls under three headings, and all three are completed before the shipment.
Dangerous Goods Questionnaire. The form Amazon asks sellers to complete before an FBA shipment. Whether the product falls into a dangerous goods class is determined through this form, so the classification is not left to the seller's own assumption.
FBA Dangerous Goods Program enrollment. Only warehouses included in this program accept HAZMAT products. A shipment sent before enrollment is complete may not be accepted at the warehouse; the order is enrollment first, then shipment.
UN number on shipping documents. The proforma invoice and transport documents clearly state the product's UN number, hazard class and mode of transport. When this information is missing, the shipment may be held by the carrier or at customs.
Frequently Asked Questions
Is there an FDA certificate? Is an actual “certificate” issued?

What is an MSDS for HAZMAT products?
An MSDS is a safety data sheet that lists a product's ingredients and hazard classes. Amazon may make it mandatory.
How can I find out whether my product is HAZMAT?
It is determined by the product's ingredients. If you are unsure, you can contact us to have it checked.
